IBLAC Annual Report 2024
In 2024, the Independent Biodiversity and Livelihoods Advisory Committee (IBLAC) conducted several advisory visits to the Tilenga and EACOP sites. This report presents findings and recommendations on biodiversity conservation and the enhancement of community livelihoods within the operational and project-affected areas. IBLAC, established in 2013, provides guidance to TotalEnergies Exploration Production Uganda BV (TEP Uganda), the Chinese National Offshore Oil Company Uganda Limited (CUL), and the East African Crude Oil Pipeline (EACOP) on biodiversity conservation and community livelihood improvement.

TILENGA PROJECT ESIA REPORT

IBLAC was formed in 2013 with an objective of advising the Parties (TotalEnergies Exploration Production Uganda BV (TEPU), Chinese National Offshore Oil Company Uganda Limited (CUL) and the East African Crude Oil Pipeline (EACOP)) on how best to conserve and enhance biodiversity, and to improve and enhance community livelihoods within their areas of operation and the wider Projects’ areas of influence within the affected landscapes before, during, and after the Projects.
