BUDGET, MONITORING & ACCOUNTABILITY UNIT TEAM VISITS TILENGA PROJECT SITES

Tuesday 26th July 2022: The Budget, Monitoring and Accountability Unit (BMAU) team visited the Tilenga Project operation area to check on the progress of works being done at the different sites in Buliisa District.

Established in 2008, the department which is now under the Ministry of Finance, Planning and Economic Development (MoFPEDU) is charged with enhancing monitoring efforts geared towards effective implementation of Government of Uganda (GoU) programs and projects.

PURPOSE OF VISIT

The purpose of the visit was to give an opportunity to the BMAU team to ascertain value for money, for the GoU. The team led by Electrical Engineers Ronald Atuhairwe and Robert Kasirye, commenced their visit with a tour of the Kasemene 1 oil well, which was drilled in 2008 during the exploration and later appraisal phase. At Kasemene 1, the team examined the Bitutainers that are currently storing crude oil which was extracted from the ground during that exploration period. The team appreciated the effort put towards maintaining the site even though it’s currently not in use.

TOUR OF THE TILENG PROJECT INSUTRIAL AREA & OTHER SITES

After Kasemeni 1, the Budget, Monitoring and Accountability Unit then undertook a tour of the Industrial Area (IA) which will host the Central Processing Facility (CPF). They later visited two resettlement houses that are part of TotalEnergies EP Uganda’s Resettlement Action Plan (RAP) for Project Affected Persons (PAPs), later proceeding to visit JBR5 well pad which was designed to host the very first drilling rig during the production phase.

“We are very impressed with the progress of the ongoing works and can confidently report that GoU will get value for money,” noted Atuhairwe. He added that the Unit would make effort to visit the project area every six months, to monitor further developments of progress. The delegation was received by a team from TotalEnergies EP Uganda (TEPU), Petroleum Authority Uganda (PAU) and the Ministry of Energy and Mineral Development (MEMD).
